Workforce verification

Verify what is there. Find what is missing.

Reference history, address history, DBS, and Right to Work, with gap detection built in, not bolted on. The Reg 19 evidence layer for care recruitment.

Most Reg 19 failures are about evidence, not people

CQC does not usually find the wrong person employed. It finds the right person with incomplete paperwork.

Missing references

A reference request that was sent and never followed up. By the time anyone notices, the employee has been in post for nine months.

Undetected employment gaps

A six-month gap in a CV that nobody asked about at interview. Spreadsheet staff files do not render timelines, so gaps stay invisible.

Unverified education

Qualifications claimed in application form, never confirmed with the awarding institution. The record is taken at face value.

How verification works

Four connected steps that turn a new hire into an inspection-ready staff record. Each step is a working primitive, not a concept.

1

Application received

Candidate submits employment history, education, references, addresses, and identity evidence. The record is structured from the first entry, not a CV waiting to be transcribed.

2

References requested

Automated reference requests go out. Each reference is tracked through Draft, Sent, Chased, Received, and Approved, in the system, not in an inbox.

CQC Regulation 19: reference trail evidenced, not lost
3

Gaps detected

The system renders employment history as a timeline and flags unexplained periods with severity. A six-month gap is not a margin note. It is a visible, reviewable block on the record.

4

Audit-ready record

By the time CQC or internal QA asks for the staff file, it is already a structured Regulation 19 evidence pack: references resolved, gaps reviewed, DBS current, Right to Work evidenced.

Six verification capabilities

Each one contributes to the same Reg 19 evidence structure. Nothing lives in a spreadsheet.

Reference history with gap detection

Employment history rendered as a timeline. Unexplained gaps between roles are flagged with severity, not buried in a CV.

Address history with gap detection

Address timeline with the same gap-detection primitive. Residential coverage is a safeguarding signal, not a formality.

DBS at £49.50, no markup

Enhanced DBS at the exact government rate. Statixs is a registered DBS Responsible Body, so applications go directly, with no intermediary.

Right to Work evidence fields

Structured List A / List B document capture with expiry monitoring. Not a scanned folder attachment. A typed, queryable record.

Education verification

Qualification claims tracked alongside verification status. Unverified claims stay flagged until evidence is attached.

Reg 19 audit trail

Every verification event logged with who, what, when. The trail is immutable and CQC-presentable without assembly.

Connected to enforcement

Verification does not end when the DBS returns. The record stays live and flows into compliance scoring and assurance packs.

Applications & OnboardingVerification Queue

A new hire triggers a verification workflow automatically. DBS, references, RTW, and education claims appear in the queue on day one.

Verification OutcomeCompliance Score

Verified status flows directly into Compliance Intelligence as a credential signal. A lapsed DBS is visible on the score the day it expires.

Reg 19 EvidenceAssurance Packs

Staff files attach to Reg 19 Assurance Packs automatically. When CQC asks for evidence of fit and proper persons, it is already structured.

Regulatory context

CQC Regulation 19: Fit and Proper Persons Employed

Regulation 19(2) and (3) require evidence of qualifications, references, identity, right to work, and fitness for every person employed. A care provider that cannot produce a complete staff file on demand is already non-compliant, whether or not anyone has noticed yet.

Workforce Verification is built to produce that evidence in the structure Regulation 19 expects, with gap detection that generic HR systems do not perform. For the full inspection context, see the DBS Checks Guide and the governance operating layer.

Connected to every other module

A staff record is not an HR artefact. It is a live input into staffing, training, and compliance.

£49.50 DBS

Enhanced DBS at the exact government rate. No markup, no intermediary, no bundled premium.

Gap detection

Employment and address gaps flagged with severity. The primitive that generic HR systems do not provide.

Reg 19

Staff files structured from day one for Regulation 19 inspection, not assembled afterwards

Workforce verification questions

What care providers ask about DBS, references, gap detection, and Reg 19 evidence.

Yes. Statixs submits Enhanced DBS applications directly to the Disclosure and Barring Service. There is no third-party intermediary. The cost is £49.50, the exact government rate. Tracking, expiry monitoring, and audit trails are included at no additional cost.
The system renders employment history as a timeline. When there is an unexplained period between roles (for example, Sep 2018 to Mar 2019 with no employer, no education, and no stated activity), it is flagged with a severity rating. Short gaps are flagged for reviewer awareness. Longer gaps are flagged as Moderate or High and require an explanation before the record can be marked as complete.
The platform supports UK Home Office List A (unlimited right to work) and List B (temporary right to work) document types. Each document type has its own capture fields and expiry tracking. List B documents automatically generate recheck reminders before expiry, because List B coverage is time-limited.
Yes. Qualifications from overseas institutions can be captured and flagged for verification. Until a qualification is verified through an accepted channel, it remains marked unverified in the record, visible to recruitment managers and to audit.
Generic HR software stores a staff record. Workforce Verification produces evidence: specifically the evidence Regulation 19 requires, in the structure CQC expects, with gap detection that generic HR software does not do. A generic HR record passes a staff file check. A Statixs record passes a Reg 19 inspection.
